The suit alleges that AWA's EIR fails to comply with CEQA because it uses unreasonable thresholds of significance and denies that dewatering the Amador Canal will have significant adverse environmental effects. It also alleges the AWA's EIR revision contained significant new information on hydrology, and that the AWA failed to properly recirculate this revision.
